Summary:  In the summer of 1997, Chesapeake Bay fisherman caught fish with unusual lesions and raw
sores on their bodies, observed schools of fish dying en masse. In addition, fishermen suffered from
unusual health problems including nausea, short-term memory loss, and breathing difficulties. Soon,
scientists linked these problems to a common source, a toxic microorganism known as Pfiesteria
piscicida. Pfiesteria was thriving in the nutrient-rich waters of the Bay and attention turned
to the issue of nonpoint source pollution as its cause. This Note examines the federal and state
regulatory programs that address nonpoint source pollution, and urges a Chesapeake regional
regulatory body as a mechanism to remedy the underlying problems of the current regulatory
schemes.
