UMBC Center for Urban Environmental Research and Education (CUERE)


The University of Maryland, Baltimore County is seeking nominations and applications for two tenured faculty positions.

Position 1: Director of the CUERE, a new center established with an initial $2M from the U.S. Environmental Protection Agency.

Position 2: Senior Scientist and member of the Executive Committee of the CUERE.

The mission of the Center is to promote an integrated understanding of the environmental, social and economic impacts of landscape transformation associated with urban and suburban development. The appointments will begin in mid-August 2000.

The successful candidate for either position will have a Ph.D. and a distinguished research and publication record in one or more areas of environmental science; a consistent record of attracting competitive external funding; experience leading research teams; ability to work with and to foster interdisciplinary cooperation among a diverse group of researchers; ability to forge productive relationships among scientists, managers, agency personnel, and representatives of the private and nonprofit sectors; and linking environmental research to the public arena.

Academic department and research specialization open, but expertise in one or more of the areas included in the Center's mission is essential. These include: watershed processes; biogeochemical cycling and fate and transport of nutrients and contaminants; habitat loss and other impacts on terrestrial and aquatic populations and ecosystems; environmental risk assessment; and the interactions between policy decisions, development patterns and environmental quality. The campus is also introducing a new environmental degree program and successful candidates may participate in areas of expertise. Salary commensurate with background and experience.

The Director will act as a spokesperson in articulating the vision for the new center, provide the leadership to grow the new unit, and maintain strong ties with collaborating agencies and institutions. He or she will oversee the technical and administrative staff, working in close consultation with the other members of the Executive Committee to set and implement policy for the Center and making short-term decisions about the Center's agenda and allocation of resources during the course of each year. The Director will report directly to the Dean of the Graduate School and Vice Provost for Research, who also appoints the members of the Executive Committee. The Science Advisory Committee (SAC) is an independent panel of distinguished scholars and policymakers and includes the EPA Project Officer as an ex officio member. The Director will submit progress reports and an annual report to the SAC. The SAC will meet twice per year and will have responsibility for reviewing the Center's agenda and progress toward meeting its goals.

The Senior Scientist will be expected to maintain an active program of interdisciplinary, collaborative research consistent with the goals and objectives of the Center. The successful candidate will play a major role in helping the Center to develop a critical mass of expertise capable of sustaining long-term growth with support from external funding sources.

Other professional staff (including the technical services director, the grant/project administrator, the secretary, and any additional support staff) will report to the Director and will be responsible for assisting in planning and implementation of the Center's activities. In addition we anticipate providing some support for postdoctoral researchers and graduate students, in association with research initiatives that have support from externally funded grants. Determination of which areas should be targeted will require competitive evaluation by the Executive Committee of proposals submitted by affiliated research groups indicating how the postdoctoral and graduate-student support will contribute both to ongoing research and to the education mission of the Center.

The Executive Committee will meet at least monthly and will be consulted in planning of conferences and workshops, publications, arrangements for visiting researchers, memoranda of understanding with collaborating agencies and institutions, and any special programs to be conducted under the auspices of the Center. Funding of pilot projects will be contingent on a review conducted by the Executive Committee.

The Science Advisory Committee (SAC) will meet twice per year and its primary role will be broad oversight of goals and objectives and review of the Center's progress in achieving those goals and objectives. At least once per year, the meeting of the SAC will coincide with a one-day conference including a series of presentations by investigators and collaborators affiliated with the Center. This is separate from and in addition to an annual conference sponsored by the Center on a broad integrative theme, which will include invited presentations from scholars and practitioners on the national scene.
