Quest : Develop a policy proposal that adequately addresses the accessibility of higher education for students in Maryland high schools who are not legal citizens or residents of our State. Guiding Questions and Thoughts ¨ What obligation does the State of Maryland have to students who have lived here illegally for a significant portion to nearly all of their lives? ¨ Why should state taxpayers give money to individuals who are here illegally? Should children suffer the consequences of their parents actions? ¨ How does investment in these individuals benefit Maryland? ¨ What options are available to make higher education more affordable? ¨ What efforts can be made by these illegal immigrants to become official members of the Maryland community? ¨ What is being done across the country to address this issue? ¨ What implications does this action (or inaction) have on the future of Maryland? ¨ If this money was Roles Lobbyist for In-State Tuition for Illegal Immigrants- This member is responsible for representing groups and citizens that support In-State Tuition for illegal immigrants. Further, this member must develop strong talking points for his/her position. Lobbyist of In-State Tuition for Illegal Immigrants- This member is responsible for representing groups and citizens that oppose In-State Tuition for illegal immigrants. Further, this member must develop strong talking points for his/her position. Department of Legislative Services Policy Analyst– This individual is responsible for synthesizing proposed legislation from the previous session of the General Assembly. This person must also include analysis from the Fiscal Notes. Current Events/Researcher– This individual is responsible for researching how this issue has been dealt with in other states. This individual must also prepare a list of policy options and considerations for the group.
