Welcome to my personal homepage.  I am an Assistant Professor in the Department of Public Policy at the University of Maryland, Baltimore County (UMBC).   My research investigates the development and oversight of interlocal agreements (ILAs) by city governments.  I also study the partnerships and collaboration associated with city sustainability initiatives.  The links above provide information about my teaching and research.
