FORBIDDEN THOUGHTS

After defaulting on bank loans, closing The Hall of Exploration, and laying off 34 employees Stanley Heuisler, president and key figure in the development and operation of the Columbus Center, said: "I don't think any of us feels a sense of failure."  The State of  Maryland has taken over the debt of the Columbus Center.  (BALTIMORE SUN, 12/13/97)

In "A Tax Payer's Guide to Crime and Punishment" Ted Gest writes: "Rehabilitation programs designed to boost the convicts' self esteem have not lowered recidivism rates.
