All documents should begin with a title. This identifies the document
to the server and is used in cacheing.
The title takes the form:

For commands that operate on some text area, such as title, fonts,
and headings, HTML has a beginning clause and an ending clause.
Commands are always wrapped within the < > less-than and
greater-than characters. The ending clause is always prefixed with the
the leading / character.
