The first research study on government IRM was involved in was done while I was at Syracuse University. It was the first national study of IRM in state governments. My specific areas of research in that study were the state IRM budgets, procurement practices, records management procedures and state library agency activities. This is the report published on our findings.

My next major research study was at the level of U.S. county government. We looked to see if IRM practices and policies had been implemented in counties. This study, as the state government study, was multi-method, utilizing case studies, surveys, phone surveys, and document analysis.

Next was a national study of innovation and information technology in U.S. city governments. We went to 14 cities to conduct in-depth case studies of their information management practices and their planned use for new information technology.

Electronic Government is an major research interest of mine - what does it mean? How does it facilitate our democracy? In the Fall of 1998 I was a member of the Organizing Committee for the Digital Government Workshop - a multi-disciplinary workshop sponsored by NSF and the Center for Technology In Government.

I have a continuing interest in libraries and the diffusion of knowledge, especially as it is evolving in a networked environment. In keeping with this interest I have done research and writing on the topic. I was a participant on a national study of libraries and the Internet which resulted in this publication.
